We might not have things like electricity or plumbing at the moment, but with 21st Century weapons and a massive army, along with a huge number of mages? This is all fine.

There are certainly going to be more powerful domain rulers, but it doesn't really matter how powerful I would be personally. There's enough people - and enough who are competent - that they can keep things running in the unlikely event that I would be defeated. Unlikely, as I'm apparently a master of whatever weapon I get my hand on, and the 21st Century has such wonderful weapons as anti-tank missiles.

Now some people may wonder, why only 10000 townsfolk? Simple reason: population demographics. The "honor guard" and "mages" are clearly the best of the best. If they are only a very small percent of the population, the genes will be rarer. But if I keep the population here, it is already large, and given enough time, will expand to even greater proportions. By the time my island has reached its maximum capacity, we'll already be able to send space-ships to the moon (see: college, library) and set sail for a glorious empire. I don't need to be the most powerful if I'm in charge, I just need the best army.
