There shouldn't be any surprise in how this has happened. Mexico is not a great country. They've turned around on their stance because they realized that it isn't a done deal that they'll get to keep fixing their problems with 'open borders' that Hillary would completely allow without hesitation. The Mexican economy relies on the American one, as most of it is sent back to the home country through laborers. This was the easy solution.

Now that even Hillary's campaign is admitting that it's going to be "very, very close," Mexico is seeing the writing on the wall and is deciding to make themselves better in the style that fits who'll be the next President of the United States.

This is how Mexico operates, it's low energy and doesn't defend itself or thinks on its own - it literally just piggybacks on the policies of the U.S.
