most of the stuff missing used to be manufactured here, the problem is the government started expropiating, fixed the value of the bolivar relative to the dollar(making it increasingly hard for and to boot a lot of products have a government fixed price, so there are less and less incentives to produce, and water goes out frequently in some zones of the country as well as soap. Even with the influx of dollars that came in the government still managed to get in debt with china asking them for loans. Basically the government officials were making a quick buck with the arbitrary forex trade, to make the most of it they had to import, more exports = more money for them, so they went against the businesses, the less they produce the more they can export the more money they get. but the oil crash happened and now there's no enough money to import everything that is needed and there isn't a production in place to make them.
and just as a matter of fact, the oil barrel was 7$ when chavez came and venezuela isn't the wreck it is now with the oil at around 25$(in 1998 venezuela also produced more oil).
the government also gave weapons to the slums, which also contributed with crime and made basically a cult to harass and threaten people against the glorious "revolution"
