military have got a food mafia in which they control a significant part of the distribution of the food, depending on how good terms you are with a well placed official you might avert some of the problem.

This is how the shortage problem started:
- fixed exchange rate that highly overvalued are currency, exchanging from non official means became illicit.
-getting official exchange price from the government was like exchanging 1 dollar to 10 euros
-government officers began making "businesses" in other countries, they'd buy products from someone who actually made them and they would sell them to the country with a huge markup
-start making it harder on producers in the country to make food, the less you produce here the more you need to import
-expropiate businesses to speed up process(ofc making it less likely people would invest here)
-expensive oil well dries up so now we don't have money to import and the production is crippled
that plus the fact that a lot of products have "fair prices"(aka prices set by the government) means there is barely any incentive to produce food unless you are selling at the black market

fixed prices for goods was also what fucked up nicaragua and russia, but that didn't stop chavez and company.

there's no "refugee" status for venezuelans, they aren't receiving free housing or money from tax payers
