The slavery of any living being is questionable. Slavery of sentient beings is unpalatable. Government is a system you are born into and the "official" way to exit the system is to leave the geopolitical boundaries, but that is the wrong answer. I own this planet as much as you, or that businessman, or that politicianman.
No one realy owns anything. Everyone owns themselves, in terms of possessing the means to decide how to spend their time in this life.
Government reform is not possible. America, or USA as known to some humans, was the greatest proof in this argument. It had very little centralization for many years after the revolution and separation from the British Empire. Slowly this changed, not because it had to, or that the old system was wrong. It is because the great progress of the peoples in this land didn't drive them to continue being overly aggressive to tiny, very tiny, changes in power. The increases grew slowly and there were a few big changes like the end of the civil war, the end of WWII, and the more recent end of the cold war and breakup of the USSR. By 1913 that which was one of the largest changes without any immediate effects happened.
Wit more technology however it is not futile to resist but more possible. Good people have means at their disposal such as encryption, opensource OS, and access to all the knowledge of humanity through the internet.
You can not tell someone to leave the land they were born in to exercise their freedom. As some would organized to ban guns or to enforce conscription others are free to organized resistance to massive taxation and wasteful spending by the state.
Challenge the usurpers of power and reject their claims of ownership over you. They will not win so long as you never surrender.
