Probably, although this series would have been so alien to anything Star Trek had done before I would be skeptical unless they had writers that could be consistent and not fall into a pit of constant dragging on and filler content like Game of Thrones.
If it was pitched today it actually probably would be made although would be plagued with most definitely very shitty writers. Unfortunately it was pitched in the late 90's and there was only enough script really for 2 Seasons max; which just isn't going to happen in an era where they want 20+ episodes a Season and for the show to be able to stretch for at least 7 Seasons.

"Enterprise" featured the very best characterizations of Klingons of any of the Star Trek series', in both variety, as well as believability. Aside from the usual warrior types, which I think were played better than in any other series or movie, Enterprise also featured a non-warrior, courier type in its very first episode. Later on, a legal defense attorney type was featured who first defended, then befriended Captain Archer, and afterward explained to him the different classes of Klingons, making note of the fact that his mother was a teacher. In the final season of Enterprise, a Klingon medical doctor/research specialist was featured who ended up befriending Doctor Phlox.

enterprise was a chore to watch because outside of a few cases, there was zero chemistry on set 90% of the time. Archer was their attempt to bring James T back into being - which they failed miserably at. Backula was awful. He never really had the presence to be captain. He lacks charm and subtlety. Whenever he was supposed to have a cool or clever moment he hammed it up like the washed up 80's actor that he is. Hoshi was terrible even though she saw my favorite - again the same issues, The whole time it felt like i was watching a school play. Trip was alright but that texan accent was distracting as fuck, His buttboy weapons officer friend was a faggot, and token black helmsbro was so bland.. he was a complete waste of screentime. The ONLY time the show wasnt awful was when a better actor guess starred and stole the show.

This is the reason why, despite the pozz painfully apparent in TNG and DS9 they are consistently chosen as top tier - because the superior acting and chemistry of the cast that carried the day.
