Global rules:
• Do not post, request, or link to any content illegal in the United States of America.

Holla Forums Specific rules:
• No rules! (applies to moderators).
• No trolling.
• All images and resulting discussion should pertain to anime or manga.
• Users can create their own rules for a thread and our moderators will enforce them! (global rules & no rules still apply).

which users, exactly? how many need to agree on a rule for it to be enforced? how are conflicting rules handled?

For example, suppose an OP starts a thread without stating any rules. Someone else comes in and posts "this is now a gore thread, dissenters will be banned." Does this become the new rule for that thread? Under what circumstances can it be overridden?
