How long do you think it will take for technology to get to the point that it can monitor most of what we do in our lives, the government already takes steps every few years or so to legislate laws that monitor more of our activity under the guise of protecting us.
A country that is under the TTP agreement can be sued by a company giving an inventive for said country to really crack down on things such as piracy.
In regards to banned books there are books that are sill banned in western county's and you don't have to ban books, you could create a movement to deny them publishing, if they post it online you could take down their domain due to reason like hate speech or something to that effect that would also discredit them, luckily this was made possible the privatizing domain names this year, thanks Obama.
Monitoring civilians is nothing new in western country's so they could just resort to that and take action if people start to get ideas, by discrediting them muting them or if there too determined to think differently get them to they'll suddenly commit suicide by shooing themselves nine times in the head just like what happened those who sad sad people who had dirt on Hillary Clinton, what a tragedy.
People may always try to rebel (usually when they feel something is wrong or feel disenfranchised) but the advances in technology and the way we put it to use will cut rebellions, peaceful or not short.
