Many teachers had been asking for such a test for years, what they have a problem with is that the test is purposed to make them fail. People who pass the test are put on probation and sent to courses to present another test which none can pass and then they are fired. The probation time doesn't count for their work historial (for retirement plans that time worked is non-existant) and they don't have any job benefits. Many of the new teachers have to work on a contract basis, many of them never getting a tenure ever. Basically, they are getting jewed by the corrupt government. Oh, and if they fail the test they are not allowed to check the results themselves or cross-examine it, they are simply told they didn't pass and that's all. If they fail the test they can never enter the system either, they may try to work a few contracts but they'll never be proper teachers or be eligible for tenure.

About the whole scots-irish thing: I find it mildly interesting that my one supposedly Irish recent ancestor has a name from the english borders and there are none in ireland (could have been planted, but doubt it) and that the main scottish part of my family anglicised their name but spoke gaelic until late (which made them get called 'irish').
