Try to eliminate poverty in their countries? You'll just have richer jihadists. Try to introduce the Internet into their cities? You'll just have jihadists online. Try sending them to school? Great, now the jihadists have college degrees. Migrate people out of their habitat and invite them into your country? Now you just have jihadists living in your country.
