It's actually bad for any terrorist to target such venues and in practice they haven't done it, since what 50 years?
What's more simple: send a couple of guys with aks and bomb vests at a local concert hall/game/theater. Knowing perfectly that the cops first response will be 15 min (at best) and spec ops response 1 hour (at best), leaving plenty of time to carry out their attack.
