Is he a bad guy? No but he did continue a franchise only to play around with toys instead of putting in a serious endeavor.

Jar Jar's role is really quite perfect. He serves the necessary role of "the comic relief guy" in the near-absence of C-3P0. You may claim that he's not all that funny, but really, neither was 3P0 in the original trilogy. The funny part for both of them was how they irritated the important characters. Furthermore, he also exemplifies the "soldier of fortune" archetype which Star Wars always relied heavily upon. That is to say, a lot of what he does relies is the result of pure luck. It's sort of inspiring to watch as he decimates the droid army completely by accident in the final battle scene.

Jar Jar is a member of a sort of fellowship that's formed in episode I, and this slowly degrades and falls apart as the prequel trilogy goes on. This is a mirror image of the fellowship formed by Luke in episode IV, which only becomes more cohesive and functional as the original trilogy goes on. In short, Jar Jar is an essential part of the poetry. The prequel trilogy is a tragedy to mirror the comedy of the original trilogy, and as Jar Jar is slowly phased out of the fellowship (ie going from fighting alongside the jedi to politicing alongside the senator to just solemnly sitting in the background) really gives the viewer a sense of the curtains being gradually drawn making the room gradually darker and more colorless, setting the stage for the dingy, lifeless world of deserts and interiors of spaceships that you see in episode IV.

i think it's become the general consensus here that rogue one is better than the farce awakens, even if both are disney trash. rogue one certainly feels more like a star wars movie and not 2 hours of shitty and blatant fan service. honestly, i enjoyed it, despite seriously huge flaws. i'll put it on the guilty pleasures list. also, the tank stormtrooper's helmet was picked out by george, he visited the film during pre production and made sure to note that he liked the helmet.
