This isn't really an argument. How would such a weakness be realized? One possibility is that the US government directly has Tor developers create weaknesses in Tor, either in terms of theoretical properties (like writing in its specification that communication must use a cipher that the USG is able to break), or in its implementation (inserting a remote code execution vulnerability into the Tor daemon or Tor Browser, or diverging from the specification in a malicious way). The former would be difficult to do because Tor's design documents and specification are freely available to everyone, so any attempt to weaken its theoretical properties would also be easily discovered and evidence of its existence would remain public information forever. The NSA has done this before by purposefully weakening cryptography standards, but only in such a way that they were the only ones able to exploit that weakness. Tor uses cryptography, but there aren't any "magic numbers" that can be precomputed like there were in the Dual_EC_DRBG standard - there is a hardcoded list of directory servers, but these only provide a signed list of Tor peers that you can connect to. It could give you a list of only those peers it knows to be under USG control, but because it's signed, you have a similar problem as weakening its standard - the person to whom a malicious peer list was sent now has absolutely irrefutable evidence that a Tor directory server is compromised, signed proof that a malicious party has access to a Tor directory authority's private key. Compromising Tor's implementation has similar repercussions - the evidence is there forever, it erodes trust in Tor software, and anyone can exploit it once they discover it.

Getting caught with their hand in the cookie jar and being found out to have weakened Tor for everyone is not in the USG's best interests, because other US agencies (like the CIA use Tor for operatives in foreign countries) and e.g. dissidents in oppressive countries use Tor for legitimate purposes. Harming their interests would draw considerable negative public attention to their agency from both the typical privacy advocate types and also cause contention between the NSA and other government agencies. How do you think the CIA would react, for example, if an American spy in an important country was found to have been discovered and executed because the NSA weakened Tor for everyone? How would American privacy advocates react if foreign dissidents started dying, because their dissident activities were correlated with their real identities due to intentional weaknesses in Tor exploited by their government and created by the NSA?

Tor is a public resource, while it's in the best interests of many people to know what people do on it, it's not in the best interests of anyone capable of doing so to weaken it for everyone. Being limited to attacks against Tor in general that can only be exploited by the US governments leaves you with passive analysis, which the NSA absolutely does and does not require any collusion whatsoever with Tor developers, making it a moot point.
