Claim that Star Trek has socialism is pretty dubious. There's no indication the people control the means of production. There's no space ships of the people, just space ships of the military dictatorship that supposedly is under jurisdiction of a civilian government but does what ever it pleases. Individual captains are like warlords that get to do what they want as long as they succeed and if they are too huge fuck-ups they get promoted to the admiralty.

Picard does what ever he wants too. In fact he is more autocratic than Kirk was. He is limited by rules, yes, but they function more like martial virtues than laws than constrain his actions. His unquestioned command over the massive warship capable of planetary destruction, and the glorification of his rightful leadership rising from his personal ability, is very militaristic. The fashion how the captains get to react and do what ever they want in new situations on the behalf of the whole Federation is very anti-democratic and Star Trek praises that.
