Most book printers won't print pornography and there are few venues (on the web and physically) where it can be sold without incident. Aspiring publishers have their work cut out for them.

There used to be erotic illustration/comic market, although from what I know lines were somewhat blurry between it and satire and pulp comics. Artists like Wally Wood worked for DC and Marvel, while also drawing his own semi-erotic books like Sally Forth or Cannon.

Amusingly, those three (considered to be the best of the erotic comic industry) are italian.
I'd reccomend you to read Altuna too but the american versions are censored. However, while Altuna has made a lot of erotic comics (for Playboy, even), he managed to be recognized as an actual artist instead of "the guy who draws porn".

This. The simple answer to the OP is: Every time the industry has grown, flourished and begun to take risks with itself to the point a market may grow, it has been burned, poisoned and slashed back. Rather than being protected by those who take artistic freedom seriously, it's been hijacked by well-meaning authoritarians each and every time for a different agenda every time.

The reason for this is that despite the bulwark of the US Constitution, law follows custom follows culture, and the American culture has been infested with a thick streak of Puritanism since the very start. (Compare the French, who do have a thriving respect for the erotic.)

The Japanese are the closest to a first world fascist society you're going to see but they have a better handle on this because erotiscism's been a legit thing for artists to do since pre-Edo period. The ability for five separate thriving 200-page ero-manga magazines to be published at the news-stand level every month is no accident - it grew over a period of decades into what it is now, and that in turn germinated from centuries-old tradition of eroticism.

The French had the Moulin Rouge, which was basically a big whorehouse. Note that those countries did had strong religious backgrounds, and even engaged in religious wars, but the USA was created by a bunch of cunts that were kicked out of their home country because they were too close minded.
