The key here is that IT DOES NOT HAVE ANY POWER TO LIMIT THE SPENDING OF THE US CONGRESS IN ANY WAY.

The only statutory limits to the spending power of the congress are self-imposed, and come in the form of 1) debt limits passed by congress and 2) other statutes also passed by congress to limit spending (ex. the sequester).

There is also a practical limit to the gov't spending money: the ability of the gov't to make you or I or anyone else accept their paper in exchange for the goods or services we create or provide.

They've already seen to this problem, however, because there is always an artificial demand for dollars that is created by the fact that we can only pay our taxes in dollars (they won't accept cattle from your herd; you have to trade them with someone else for dollars), legal judgments can only be enforced in dollars (meaning that if your ox gores mine, I can't sue you to get your ox; whatever judgment I get in court has to be paid in dollars), and so on. There are many other sources for artificial demand for the dollar such as the IMF lending them to other countries and stipulating that the other country to pay back in dollars (plus interest in dollars), etc. If you realize why this artificial demand is so important to the spending power of the US, you will well understand why all of these things are done.

When the government borrows money by selling bonds through the US Treasury (this is how it borrows money), it is a bookkeeping operation to keep track of spending WHICH HAS ALREADY OCCURRED. It is not the same as you or I borrowing money AND THEN spending it. The government spends money (by using its constitutional power to coin money), collects taxes after the fact, calculates the difference, called the deficit, and then orders the Treasury to sell an amount of debt equal to that deficit. It is their privilege to behave in this way because they are the sole issuer of currency. Accordingly, if you ever hear of the Federal gov't running out of money, it is a self-created problem; they are either hitting the debt limit or bumping up against their own spending limits.
