Since Duterte, as mayor and soon as president, can give official sanction to the death squads, they simply serve as an extralegal arm of the government in carrying out justice. Assuming the person killed is indeed guilty, they are killers but not murderers, so the Church (disregarding John Paul II's personal opinions) could easily defend his actions.

As for other right wing death squads in history, we have to remember that governments have a natural obligation to protect their people from drug peddlers, communists, and others trying to tear apart society, so when government has failed Catholics should see death squads as an interim solution if the blackguard regime can't actually be overthrown with one that will do its job.

Duterte is socially liberal by Filipino standards, but not by American/West European standards. Let us hope that the clergy will find some common ground with their Trump as he makes the Philippines great again.
