No movie should need to make this kind of money but when they're made, the people involved do whatever they can to use as big a budget as possible so they can get all of their friends lots of money for their shitty movie. Hardcore Henry came out last year and was made on a $2M budget despite the fact that it didn't really look like a low budget movie, because with slav magic and some solid niche actors you don't need to spend absurd amounts of money even on a movie with a ton of choreography and stuntmen. Jack and Jill on the other hand, with Adam $andler behind it, somehow ended up costing the studio $80M (this is a regular shitty comedy set in some normal American city with no significant use of special effects, no choreography, and no art assets to create). The reason it was so costly was because it was chock full of big name hollywood stars that might only get a couple lines from a cameo, and the point was so $andler could make his friends money while the production company footed the bill.
Hollywood is one big scam and the vast majority of good movies nowadays don't come from it.
