Marx is saying that while labor vouchers function the same as commodity exchange it is not commodity exchange because content and form are changed. Labor is measured not value.

Because the nature of value has to do with the world market. You would have to dominate the world economy to abolish capitalist conceptions of value, which socialists never have.
