It's dead simple. When there's only one path into the party-State machinery, all the literal sociopaths will flood it since they're pathologically attracted by positions of power. And I hardly need stating that rabid reactionaries score high for sociopathy. Lenin and his successors came up with this whole complex system to groom future party members since they're children, but in the end it's pointless if good people stay away from the party because it's seen a "Them", a new class, while sociopaths flock to it.
