But I think one major part is that Detroit doesn't really have the means to do whatever he wants them to, such as a mass transit system or the leeway to cut taxes in advance.
Also, while Amazon doesn't care for its employees it does care about keeping up morale, especially for the well-paid higher ups. They wouldn't want to live in Detroit, even in a closed community.

I can't believe I haven't thought of the possibility of Israel hiring russian hackers or framing russia in some way to secretly prop up pro-Israel US politicians.
