Khrushchev's decentralization of planning is drastically overstated. Regional managers now had the ability to modify the implementation of plans, but the plan set forward by the central committee was still law.
People hate Khrushchev because they conflate the Brezhnev-Kosygin reform. The buying and selling of equipment began a year after Khrushchev's dismissal.
