No, Pol Pot came first. He overthrew the bourgeois-monarchist government that was left behind by the French and instituted his agrarian fantasy land. Eventually he got into conflict with the Socialist Republic of Vietnam over border skirmishes. In retaliation, Vietnam invaded Cambodia, overthrew his regime, drove Pol Pot into the jungle to become a guerilla leader once more, and placed the People's Republic of Kampuchea regime in charge of Cambodia, which was a standard USSR-style tankie state. Now, Vietnam itself was aligned with the USSR and opposed to both China and the USA: the latter because of the Vietnam War and general imperialism, and the former out of Vietnamese national security reasons as well as the Sino-Soviet Split. As a result of this antipathy towards Vietnam, the new Vietnam-backed Cambodian regime found little international recognition as neither China nor the US and its puppets had any inclination to further Vietnamese interests. Consequently, they kept recognizing the Pol Pot regime as the legitimate government until the Vietnamese-backed socialist regime collapsed in 1989. China even invaded Vietnam in retaliation, though they got BTFO as America did slightly prior.

From what I've remember he took IMF money and made a shitton of foreign debt, to pay this debt he basically deprived his countrymen of basic stuff, only maintaining a minimal level of stuff going on. He was also the only one besides North Korea to think Juche was an actually good and coherent. Reading Ludo Martens on his demise, the west seemed to "like" him during most of his rule changing their minds once they realized they could oust him with little trouble.
