Destroying power lines would be easy as fuck. Just find the high voltage pylons bringing power into the city and fly a dirt cheap drone dangling a few dozen feet of copper wire into them. Or make a thermite grenade and attach it to the bottom.

Then get a van or truck or something, cover the license plate for a while, some blackout clothes, maybe a few guns or props, and duffel bags. Drive up while the blackout starts, just force your way in, grab as much as you can, put food into some iceboxes when you get back in the van, leave fast.

If people use their phones to record, just tell them to put them on the ground and they can pick them up when you leave.

If anyone were to try this, the things you'd want to hit in order would likely be:
Medication, because that's the hardest and most expensive thing to get as a homeless person (at least in the US I know it is)
Food, because everyone needs it. Preferably nonperishables or long-lasting things that don't need a lot of refrigeration. Cookware wouldn't be entirely out of order, either.
Clothes, because a lot of poor are stuck with threadbare clothes they can't change. Jackets are good. Satchels and backpacks for carrying things can be important.
Alcohol. It's a good trade good, and people will love you for getting them some. The emotional comfort of having it can be just as good for their psychological wellbeing as the food.
Various other supplies. Survival equipment is great. Anything that can serve as shelter, or something with various utilities like a folding knife, are very valuable.

Once you've done that, you have one hell of a powerful force for getting people on your side. Pass out bags loaded with supplies, while giving the homeless free hot soup and alcohol. While you're at it, talk to them about socialism, capitalism, anarchism. Hell, you might even be able to recruit a few people to join you in another raid.

The risks for this are extremely low. Almost no supermarket is going to have backup power systems. Nobody is seriously going to try to stop you like they would robbing a bank or something. Even loss prevention employees aren't going to risk it if you're waving around what looks like guns. Video surveillance is down. You're dressed in all black when the lights are out, presumably using flashlights. If you hit at night, even fewer people are going to be around.

Identifying high voltage power lines is easy, and they're usually off to the side of highways or the like. Nobody driving on the highway is going to stop and think about a group of people who look like they've pulled over to change a flat tire or the like. A drone could easily do it and would leave no evidence of its strike (it'll get fucking vaporized by the power), a small thermite charge could be set to go off hours later.

The hardest part of this is getting a van or truck and preventing it from being identified. Cover up plates or the like once you get there. Know where you're getting away to, and make sure it's well away and quiet.

The only thing police will have to go on is what people in the store have to say, and maybe phone recordings. None of which is going to be enough evidence to identify a group of people all dressed identically, who strike fast and leave.

Drones are meme-tier, and a power outage due to short-circuit would be fixed a lot faster than a power outage due to fucking thermite. And I doubt the drone would be vaporized completely.
Thermite is easy to make, but lighting it tales a little more time. Simple way is to leave a guy with some kind of gas torch there to light it for you.
Initiators can be built by various means. Electric matches or a kit to make them are probably what you'd want to use, together with some extra fuel to make sure they light.

Thermite is relatively easy to make, but it takes a good initiator to light it.

Watch out for forensic techniques. Don't leave a single eyelash, a single drop of sweat, or even a single fucking skincell for them to find. Buy everything you need with cash in an as inconspicuous way as possible. Always wear gloves and a hair-net, maybe even cover the mouth in some way.
It is always better to overestimate their capabilities than to underestimate them, because if they find traces of anything that could give them a lead, they will use it to try and find the "terrorists".
A piece of half-molten insulator from one of the wires of the thermite charge could be used to determine what company made the wire, and perhaps even which one sold it (chemical composition and isotope analysis). They will go through the records of all the hardware stores to see when and where wires like that have been sold.
A fingerprint left on metal cannot be wiped away. Especially one left on hot brass casings. The print can be etched into the metal.
Some countries may keep records about what car was where via cameras that automagically read the plates. Cloning by using the plate of another similar vehicle would help.
Realize that these techniques are what you're up against. Be wary of them and prepare carefully. You make a decent chance if you follow these tips.

Short circuits on high-voltage wire by connecting the wires can frequently cause wires to break. However you're right in that it would be a lot faster, because thermite on the legs of a pylon will knock the entire thing over.

Thermite can actually be ignited with a basic firework sparkler, if you make some extra fine powder. The sparks coming off it are easily hot enough, as they're burning metal. Grinding up some sparklers to add to it would actually help lower initiation temperature and improve burning.

Alternatively, some white phosphorous (also not that hard to make if you can get a red phosphorous road flare, but far more temperamental) will definitely ignite it (you could use just WP but the thermite is more ecnomical).

Hopefully it won't come to shooting. And yes, absolutely make sure you leave as little evidence as possible at either site. Wear total covering from head to toe, the more identical the better, and use sunglasses while you're at it, and be as clean as possible. Make sure that any kind of fuze you use on your charges is set to be destroyed as possible by the reaction itself. If it'd be possible, making it out of easily destroyed parts is best.

Video cameras should be knocked out by the blackout, no? Obviously it's best not to take any chances. But that is a useful idea, though. Getting multiple vehicles is going to be far more expensive, though.

Why stop at sunglasses? Going full dazzle camo to obscure facial structure detection from the remaining visible parts of the face might also help (but is completely overkill probably.)
And with the clothing you wear, ot might also be a good idea to wear loose clothing to hamper measurements of body proportions, size and the way you walk. Facebook was thinking about adding that to it's people detection from images program.
You don't need multiple vehicles, just an extra plate with a different number. You might be able to make one, or you could just nick one off someone's car.
