The Cubans and Russians didn't use Oswald to kill the Russians if that's what you're implying. There was no way that the Russians would ever use an emotionally unstable sperg like Oswald with a history of communist agitation and defection to the USSR to kill the president of the US. And all that aside, Khrushchev got along with JFK quite well.
