Bruh yeah he did. If you want to be generous he did it for the purpose reinvesting of reinvesting the surplus into materials for socialist construction, but he certainly required enterprises be profitable and that workers wages be squeezed to subsistence levels

The USSR would have industrialized anyway, but it's pretty much irrefutable that Stalin's policies sped up the process significantly.

Of course, you could argue it came at too high of a cost, what with the mass killings and repression of labor, etc.
