No, the birthrates are related to the mortality rates. If a lot of people are dying, you need to have a lot of children to make up for it. If most children don't survive until adulthood, you need to have even more. And when you live a rural life where children actually help out with farming, having children is even more incentivised.
Now reduce the mortality rate and you get a huge population surge, which can continue for several decades since population growth has momentum. What you will get then is massive overpopulation that leads to more deaths and mass migration (what we have now), unless the population growth is coupled with industrialisation and improvements in agriculture (what our industrialised societies went through in the past). Eventually the birth rate will go down as the country industrialises and having flocks of children is discouraged
Basically, if Africa hadn't been buttfucked by imperialism, and if there had been investments in industry and agriculture (and protectionist trade policies in order to protect these industries from foreign competition), then the countries would have been far better off. But of course, that wouldn't have been in the interest of global Capitalism, and now that it is coming back to bite them, they are all trying to explain how actually it isn't their fault at all.
