Are you talking about setting of prices or the allocation of resources? For the former prices can be set based on SNLT with a few modifiers based on the difficulty of the labour. For the allocation of resources and production of goods its simple, you just keep producing a good until supply outstrips consumption. If there isn't enough resources to do this then a community can prioritize what goods or class of goods ought to receive the necessary resources for the duration of the shortage based on importance.
