You could remove capitalism, and end the need for emigration due to increasing development and quality of life in the countries where the emigrants come from. This would also eliminate the economic factor as a limiting thing for forming families, as well as the several psychological consequences of capitalism which affect it. You would get no darkies, preserved white race, control over the means of production, and a say in the direction society takes. To me this seems like a better alternative.

Germany's birth rate for 2014 is 1.39 and Japan's birth rate for the same year is 1.42. I wouldn't say "Germany's birth rate is lower", I'd say "Japan had a higher birth rate than Germany every year until 1999, and since then their birth rates have been pretty close to each other".
