It used to be that way with American cops but they've started expanding recently and sacrificed on training a great deal. The per capita number of cops and police precincts in the US is staggeringly high. They now train cops that basically if they fear any risk to go to their taser or firearm as first resort because keeping the cop alive is the priority.

yeah the training has shifted dramatically due to several things but the war on drugs is probably the most severe. whether it not it was an excuse to militarize the police is neither here nor there but it has absolutely resulted in the shift from beat cops to jackboots
