Why should there be continuity? Engineering is all about innovation, why not also social engineering? If a new value is better at achieving the desired goal, the engineer will implement it.

1)Their inherit funtionality in benifit for the larger society, for example the relative diffrence between those who have been raised in a traditional family unit versus those raised by the state in orphanages or single parent households when it comes to mental health etc.
2) to create coherent ideological framework form where to advance and to limit expansion of capital to certain areas of society(prostitution,drug trade,immigration[higher birthrates have tendency to lower immigration thus not weakening trade unions]) in addition to crushing social liberals who are no more than tools for capitalist cultural hegemony.
Those values can not be engineered to society since humans are not robots at least yet. Therefor for any social engineering to succeed we need state apparatus reinforced by moral authorities.
This is dependent on the needs that we see as necessarily to push.
What are the presently existing needs you are referring to? Just trying to figure out the basis for this.

First you say you can't engineer the values, then you say we can engineer them via coercive state power. I agree with the second. The question remains, what values to engineer for and why.
Either there are "good" ends or values, and then you can engineer society towards those for the greater good, or there aren't' or we can't know them, and then it's either live and let live or a Nietzsche struggle to impose your will on others. You ruled this out in the beginning of the thread.
So what should we be enforcing and why? Or how do we begin to discover what to engineer for?
