Consent age should be only based on the objective measure of the bodies ability to have sex without damage. It will differ by individual but measuring that in an individual is not possible so a general standard can be made. This does not mean just anyone over that is over that age should have sex so this probably should not be called consent age and of course this will differ with what the sex act is. To fill in the rest as to not leave major problems there should be a way to measure an individual ability to give informed consent. You could either issue a test they could sign up for that if passed gives them a license to prove ability to consent. Although it may work without that test and simply just have people judge for themselves but they can go to trial if anyone suspects it was not a valid consent ability of any of the individuals involved then their ability to consent will be assessed. This is basically a more detailed rape law but I suggest a distinction is made between that and other forms of rape and perhaps should be called something else to help legal distinctions but this is semantics really. This system holds much stronger protections than a standard consent age system. For example in ordinary consent age systems a minor can take advantage of another minor or an adult can take advantage of another "adult" or a minor can take advantage of an "adult" and none of them are punished. In the system I propose they are properly punished. Intent would also play a role. A person who unknowingly takes advantage would not be punished as hard as.one who is a predator. The traditional system of consent age encourages people to have sex once they reach that age or encourages them to defy it while the system I describe encourages sex only when an individual is ready for it. This is only skimming the surface but it should lay out a rough idea of what I'm saying. The only problem is figuring out how to measure the ability to give informed consent but that problem also exists in the traditional method and as you can see this outlined system holds advantages over the other in justice and fairness and is despooked.
