That's the ironic thing about mass surveillance, governments get overloaded with so much information it makes finding the actual threats even harder.
I remember a story about a mosque in New Jersey that tried to report a Muslim to the FBI who they thought was an extremist. Turns out he was an undercover FBI agent.

Considering how mass surveillance once again failed (for he was actually known by police forces yet again) it raises the question if mass surveillance is used as claimed by politicians or if the fight on terrorism isn't just a cover for a more sinister reason for it existing.
