Pakistan's government switches between parliamentary democracy and military dictatorship on a regular basis. It's usually the dictators who put all the Islamist stuff into action, and far-right parties like the JUI that keep it in place.

If a power outage or something similar takes out the water desalination plants, the entire city will devolve into Mad Max in a couple of days. Also, no natural water supply means Dubai has per capita emissions greater than even Burgeristan.
