"Brown people" get more of a "pass" for "this shit" in society because it is generally understood that these kinds of behaviours and attitudes are fostered by our environment and the way we are treated.

I don't think that "racism = power + priviledge" paradigm works very well, but it has a point to some degree; the power someone has in a situation drastically changes the nature of their abuse. It is a fairly vague abstraction from reality though, because power and priviledge are both contextual things. To say "no black person is ever in a position of power over a white person" is ridiculous - it happens regularly, although not as much as the other way around.
