He has a moveset and item drops and voice lines and a role in the story. You just can't play him.

HW was good because they took base musou which has been refined for 15 fucking years, and got to pillage a huge catalogue of ideas for game play dating back decades. Boss Battles were a fantastic addition to the musou gameplay, they just didn't know how to do them, but they were able to copy paste shit from Zelda games. You even see them try and copy the boss battle idea in the Berserk game and fail horribly at them because they didn't have existing gameplay to look at.
As for movesets, they made sure to give at least one moveset per character, which was wasy as shit for them. Compared to other musou it has barely any characters. It was actually annoying that Link got a huge plethora of different movesets while most characters had at most 2.
