One of the devs talked on leddit a few days ago and said that they still haven't decided basic things like if the player can pick up ammo during exploration/missions or be forced to come back to the base. They're scared that the player might spend too much time on exploration (and having fun) than wasting in time at the base (think the Tower hub from Destiny). This is one year before release (it's for early 2019 now).

From what I understood, his argument was that all that equal-opportunity shit that puts stupid blacks into colleges and forces hiring quotas in big businesses wasn't working well enough, and he wanted black people to get all that PLUS reap disability benefits, so they have to be hired/enrolled based on quotas for disabled people instead of race, or get more welfare, or something. I don't see this working out at all, nor do I understand why it would.
The only tangible thing it might do is get them even more free welfare, cheap housing, etc. Expect more daywalkers.
