ESRB doesn't censor shit. All of these censored Japanese games have been done so as a PRE-EMPTIVE measure before they were ever sent to the ESRB. It's voluntary on the part of the localizers. Those faggots even brag about it in Twitter because they think they're being progressive.

Does it really matter? With the internet smaller devs don't even bother with getting any rating at all and most AAA games censor themselves even before submitting stuff e.g:Left 4 dead in germany while Dead Space was ok

No one claimed they did mister tripsman. But they are one of the major forces upon developers to tone down and censor works pre-release. It's a very lucrative supposedly "non-profit" business to charge high as fuck fees to get games rated. And if the aimed for rating isn't hit the first time, you better be ready to pay up again. So devs make sure to play it safe all the time lest they incur extra fees.

The ESRB aren't the only ones. The big console companies and all major retailers may have a strongly enforced policy against X-rated game, but as we've seen, they aren't too fond f M-rated games with nudity in the either, especially the non-grotesque kind. Aside from remasters of a few exceptions like God of War, you will probably never see another good looking pair of tits show in a console game except maybe as political feminazis with bad modelling being shoved into popular M rated franchises. And even then, there's a fair chance they'll censor the remasters.
