This. The Civil War Overhaul can be broken down into two bits: cut content being restored, and extra crap.
The cut content is shit like actually sieging the hold cities to take them over, along with the scenes in which you replace the holds' jarls with whichever faction replacement is available. The extra crap is all the scripts running in the background on top of that, which will cause your game to crash if you ever drop below 60 FPS, which is pretty common if you've been modding the game to any major degree.
