Its not uncommon for people on food stamps to end up with more food stamps then they need because food is cheap and the whole welfare system is based on the poverty line. the poverty line in the US is based on spending data from the 1960. In the 1960 the single largest cost for a household was food and made up 1/3 of their budget. So poverty line is calculated as 3 times the cost of a minimum food diet from 1963 adjusted for inflation. Last I checked most people only spent about 1/7th of their budget on food so the poverty line.
So people end up with lots of money they can only spend on food but they don't need food, so in order to make ends meet with the supplies given people end up selling foodstamps for cash money; at a lower price of course, they can use for other bills this creates a culture where doing things that are not legal is acceptable and required for survival. Alternatively people use their unneeded footstamps to buy and eat food they do not need and guess what? Poor people are more likely to be obese. What a ((coincidence)).
Now why is food so cheap these days? Government subsidies of course. So the government subsidizes the growing of crops and they also subsidize the buying of food. I'm meandering at this point.

Many urban schools are very well funded though, the problem is that all that money is pissed away on garbage mandatory programs that the politicians are told is supposed to turn things around. Currently, the only Halo games available on the XB1 BC program is Wars and Reach, and the rest are not available due to their inclusion in the MCC (Though, I have heard that they will be backwards compatible later this year, which probably means MS squeezed as much money as they could from the MCC). However, other titles like either Crackdown game, the original Forza trilogy, and both N3: Ninety-Nine Nights titles are not compatible yet, but Blue Dragon, all of Rareware's games, and (Soon) Crimson Skies: High Road To Revenge are makes me curious about how they're handling the program.
