The reason the feed is out is because Sam said he was done negotiating. They were going in circles. He made the choice to stop playing with the state bullshit. Since they don't say what time he presumably died, he could have been dead hours, with the police only just managing to root them out of whichever parts of the prison they still held where the body was.
