The way the system currently operates would show this to be true as well. Military gear isn't produced for police forces, it's handed down.
A problem is however that they will be able to refine the systems, but we may find out that nothing can beat a trained soldier with countermeasures, or even the timeless guerrilla tactics.

But making and maintaining sophisticated weapons systems requires long lines of supply and specific expertise. So, don't attack the robot, attack the mechanic.

That might the case. Machines are hard to deploy in deserts, sand gets in there and breaks them. They don't work on certain terrain, have problems weather and so on.
It's just important to keep in mind that these problems can be overcome. Humans work in those environments and we are just a form of advanced biotechnology. At some point, god knows when, mechanics could catch up or biotechnology could become easier to control, leading to killbots that are better than humans.

There is another threat we need to be wary of. Capitalists don't use nukes because they can poison land for thousands of years, effectively being able to destroy land, which nothing else can do. But what would happen if, instead of terminators, they developed N2 mines or something similar. Do you think they would care if they used non nuclear weaponry to burn a city or a country to the ground when they could just rebuild anything they broke later on? In case such weaponry ever shows up, any socialist state needs to be wary of getting purged in that way.
