I'll agree with you on that but it's basic knowledge that a functioning society has to have some form of religion. Without it, a fledgling civilization tends to fall thanks to hedonism, theft, murder, and other things a religion tells people not to. From there people will create a police force to uphold those basic rules and things tend to fall into place from there.
