If they do things this way, then the localization team doesn't have to spend resources on producing new versions for each region. From what I've heard games are more often translated terribly than anything. Nipponese is considered fairly low in translation priority (For English made games, German is actually top priority because of their number of players who don't bother with untranslated games)
