If your want to make donuts, buy a donut cutting ring for $5. Don't use paper to fill the holes. If you're going to cook them in an oven, they likely won't heat right and you'd have to overcook the outside before it cooked through.
When I make donuts, I make a very thick, cake-like batter that's right on the fine line between batter and dough, then pour it into a large baking sheet, and chill it into a mostly-solid state (or you could make a thinner batter and buy a donut dispenser, but I don't get paid to do this so fuck that). I cut out donuts, and I use the remainder to make balls.
Now deep fry them because you're not a bitch, lightly glaze them, and dip them in a mix of cinnamon and sugar (or experiment, it's your donut, not mine).
For chocolate donuts, you should probably skip anything beyond the glaze, though you could dip them in coconut or shaved white chocolate or something if you were feeling fancy. I dunno. I don't make donuts all that often, and chocolate is even less common.

Yeast donuts are way easier to make because the dough is solid so it can be handled without chilling it (or using a batter dispenser), and generally taste better at room temperature, which is likely why most commercial baking operations rarely focus on cake donuts.
