When the current champ calls "new champ", the first poster to claim it is our champ. The first six legal Pokemon suggested once champ has been claimed or "new team" has been called will be the team our champ uses to battle. Suggesters are not to make multiple suggestions for a team unless 15 minutes have passed since their last request, or if the champ specifically asks for re-requests. The champ will be battling in OU unless he specifies otherwise.

If you don't know what to put in the last slot, may I suggest Knock Off or Pursuit? You'll be getting dangerously close to smogonshit but Drill Run + Brick Break is redundant coverage, especially on an Adaptability mon that gets stab from neither.
Swords Dance or Fell Stinger are also perfectly viable meme options that sometimes work spectacularly and result in an embarrassing 6-0 defeat for a flabbergasted opponent.
Fel Stinger > Swords Dance IMO. There aren't many chances where a Beedrill will get a free turn to SD, but finishing off a weakened opponent is far more common.
It uses Swords Dance in the same situations it would use Pursuit: You outspeed and threaten a Pokemon your opponent doesn't want to lose, and boost on the switch. Alternatively, your opponent has a Pokemon that can switch freely in on you (Landorus, Skarmory, Celesteela, Scizor) but this is mostly in favour of Pursuit over Swords Dance because even a +2 Beedrill struggles to break most of those mons.

My comment referring to the default EV spread is regarding the fact that you're using HP/SpA on a Tailwind sweeper. With no Speed EVs, Togekiss will lose to a huge number of offensive threats like Mega Beedril, Mega Aerodactyl, Mega Alakazam, Tapu Koko, and most Scarf users.
An alternative spread of 252 SpA / 252 Spe +Modest Nature would give you enough speed after Tailwind to beat all unboosted Pokemon as well as most scarf users. Notable mentions: You speed tie with +2 (Dragon Dance) Dragonite, +2 (Swift Swim) Kabutops You outspeed +2 (Stored Power) Necrozma You outspeed +2 (Agility) Diggersby You outspeed +1 (Scarf) Dugtrio This also beats +1 Mega Sharpedo and Scarf Nihilego who would otherwise be able to beat or otherwise hit Togekiss very hard.
A Timid Nature gets you 568 speed. You beat scarf Greninja, Rock Polish Landorus-Therian, Sand Rush Excadrill, and even Scarf Tapu Koko
252 HP doesn't help you much because the mons that are outspeeding you are typically strong enough to kill you regardless, and Roost only serves to waste Tailwind turns. It's difficult to wallbreak without Nasty Plot so it's best to run your set as a fast sweeper instead.
i see what you're saying. i had originally run the set with spa/spe but was having trouble getting tailwind in before getting wrecked, even by unresisted heavy hitters. i figured the problem was the lack of bulk for something that was going to get a +2 speed boost anyway, so i swapped it for bulk with some successful sweeps mid/late game. but then again, i'll always have more to learn about predicting and was probably just falling victim to some bad plays.
