I don't think this is something you strive for, it just happens. If you try to make a "so bad it's good" game/movie, you just gonna end up looking forced and pretentious (example is Space Cop and Samurai Cop 2). I'm sure people who made Nightwatch, The Room, Trolls 2 weren't trying to make a cult following, it just happened.

To be honest, I love the shit out of Trolls 2. I believe it's way better than a lot of mainstream movies from the time.

Still… regardless of quality, big part of these games/movies following is ironic. I mean, if they released Big Rigs 2 and it was just as broken as the first but with better graphics and new (also broken) features, I'm sure some people would buy it "ironically", just for the meme value.

Yes, a broken game is a broken game but that did not stop the cult following of Vampire: The Masquerade. The community around that game is really big and they even released patchs to fix bugs and expansions for the game (in a way of adding functions non existent in the game)

Pretty much. I guess the biggest example of this in video games is Hatoful Boyfriend. After it we got a lot of visual novels dating sims trying to be "weird" as a marketing tool, but they miss the point because what made Hatoful Boyfriend stand out so much isn't the weird premise, is the fact that the game takes itself completely serious even though it's a dating sim with pigeons. Like you said, it isn't just weird for the sake of weird, it also have heart and passion put into the product, even if the final result is trash.
