Nintendo hardware costs virtually NOTHING to make. Nintendo realized spending money on R&D to create a gimmick was cheaper in the long run than setting up contracts with high-end chip suppliers. Nintendo had to spend money on gimmicks because they knew they didn't have the graphical capabilities to use in marketing. And it somewhat worked, at least for the Wii and their handheld line. One could even argue it worked for the WiiU despite the WiiU being a commercial failure because the hardware was dirt cheap to produce. It was a brilliant strategy from a business standpoint honestly
