There are many studios doing localizations for central and eastern European markets, and some that handle PC ports and other outsourced work for western titles. Most notable studios that actually make games are:

Other Painkiller veterans, who make indie stuff like This War of Mine.

Germans used to make games too, but I don't hear about them much nowadays. Russkies make a lot of games, but keep 90% of them for themselves. Also they made World War III: Black Gold and World War II: Panzer Claws which funnily enough had infantry all out of nowhere. Those 2 RTS games are using the same engine as Earth 2150 used. Also most CS grads in here either try to leave the country or get well-paid industry jobs, while the Game Dev courses are well integrated into the Indie circlejerk (most people graduating end up making mobileshit anyway).

Small businesses can barely survive ZUS whereas big ones can just shrug it off, with percent based tax at least it affects small businesses less, in cases where they just want to make enough to survive from what they enjoy.

Bringing it back to the game industry, is right. Starting a company in Poland is prohibitively difficult, both due to cost and paperwork involved. Meanwhile, foreign companies are given almost free reign, and country is a borderline a tax haven for them. That's why there are barely any devs, and most talent that could set something up, prefers to go somewhere else. There is a reason why most game companies that are still alive started out in 90s, when setting up a company was piss easy.
