I don't take issue with the idea of orcs having a culture greater than rape, pillage, and burn, but the pillaging and burning is still a core part of what makes an orc an orc (as for the rape, I don't see orcs being the type to play with their food, but that's just me). If one wanted to expand on them, rather than just making them boring Warcrapesque noble savages, it'd be better to examine WHY they pillage and burn. What do they value and how do those they raid lack it? Questions like that.

Made shootas cost points, while not doing anything to make slugga boyz worth taking. Ork specialists are very expensive while also being incredibly fragile, only having a tshirt to keep them alive. Their main transport is a fragile glass box that explodes if you look at it funny, and since orks go to battle wearing a shirt with a strip of metal stapled to it, there are rarely any survivors when it inevitably destructs. Looted Wagons are open-topped Rhinos that aren't even in the main army book, and anti-tank is in short supply. Mob rule got nerfed to the point where having large mobs can sometimes be a hindrance. On a personal note, very few unit lists have anything in the way of any real customization, often having only one or two wargear options. Compare to something like SM or IG, where one unit can have twenty different loadout options.
